1 cup white-wine vinegar
2 teaspoons sugar
½ teaspoon salt
½ teaspoon garlic powder
½ teaspoon ground black pepper
2 tablespoons chopped fresh chives
¾ cup extra-light olive oil

1. In a small bowl, combine vinegar, sugar, salt, garlic powder, and pepper, whisking until sugar dissolves. Stir in chives. Gradually add olive oil, whisking to combine well. Store in an airtight container in the refrigerator for up to 1 week.
